Responsibilities

The Deputy Associate COS (Education) will supervise the staff of the Education Service to include nurse educators, education specialists, administrative staff, and technicians. The incumbent will also, administratively be responsible and accountable for oversight and evaluation of the quality of staff educational programs throughout the Medical Center and will be accountable for substantial participation in Nursing Service’s executive level decision-making related to overall philosophy, programs and personnel management. The incumbent will report to the Chief of Staff.

-Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups.
-Demonstrates sustained accountability and responsibility for planning, developing, analyzing, implementing and evaluating integrated programs and processes.
-Plans, develops and implements programs that benefit patients, families and communities.
-Utilizes current trends and relevant theory to identify and analyze practice areas for improvement.
-Evaluates the quality of patient care delivery through interdisciplinary collaboration and communication within all assigned areas.
-Provides leadership in improving and sustaining the quality and effectiveness of care in diverse or complex programs.
-Implements standards of professional practice and accrediting bodies, and applicable regulations.
-Facilitates the delivery of patient care in collaboration with health professional, managers, and other health care personnel.
-Decision-making reflects distinctive and contributory benefits of nursing within the Medical Center and total health care system.
-Identifies current trends in clinical practice and the knowledge needed by staff to remain current.-Collaborates with Nursing Education to identify patient care and/or nursing practice issues related to staff competency and develops methodologies for staff development.
-Maintains relationships with nursing personnel, other services, management and administration are effective, ethical and professional.
-Demonstrates leadership and serves as a consultant for Nursing or other Medical Center staff on professional and/or ethical issues.
-Assumes leadership in applying ethical principles to resolve substantial ethical dilemmas in practice; a strong advocate for protection of patient/family rights both individually and at an organizational level within the facility or at the local/regional/national level.
-Maintains confidentiality of patient and staff information; adheres to ADP security regulations.
-Demonstrates cultural and ethical sensitivity through knowledge and practice of EEO principles.
-Collaborates with educators within and outside the Medical Center, in order to effectively plan and promote staff development as demonstrated by educational offerings, in-services, and continuing education opportunities.
-Promotes effective staffing practices by maximizing the utilization of assigned resources through forecasting and anticipating personnel needs, in relationship to workload demands.

Work Schedule: Monday-Friday, 7:30am-4:00pm (Evenings, Weekends and Holidays as needed)

Qualifications

Nurse IV: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.

Basic Requirements:Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

Graduation from School of Nursing. Graduate of a school of professional nursingapproved by the appropriate State agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant through:
(a) The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing (NLNAC) accrediting for all levels of nursing programs. OR(b) The Commission on Collegiate Nursing Education (CCNE), an accrediting arm of the American Association of Colleges of Nursing (AACN). The CCNE accredits bachelors and masters degree programs. OR
(c) The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master’s degree also fully meet the education requirement, even though a Bachelor’s Degree is not awarded.

Education and Experience:-Master’s degree in nursing or Masters degree in a related field with Bachelors Science-Nursing (BSN).-Approximately 4-5 years experience using an analytical framework of nursing process, to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups.
OR
-Doctoral degree in nursing or related field and appropriate basic or advanced certification desired.Approximately 3-4 years experience using an analytical framework of nursing process, to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups.

Registration(a) Condition of Employment. A registered nurse (RN) will have a current, full, active and unrestricted registrationas a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA.

(b) Impaired Registration. An impaired registration is any registration(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status. A registered nurse who has or ever had any such impairment to their registration as listed above may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 15 of this part.

English Language Proficiency. RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
